This does not give every account full write-capable MCP access: OpenAI's Help Center says full MCP support is rolling out to Business, Enterprise, and Edu, while Pro users must use Developer mode for custom apps.
What changed on 2026-10-05
At 17:48 UTC on 2026-10-05, Max Stoiber posted that ChatGPT no longer requires users to toggle Developer mode to connect custom MCP servers. His post described the route as Plugins -> add -> Create custom MCP server. The OpenAI guide read on 2026-10-06 uses the label Add custom MCP server and tells users to create the connection as a plugin.
The X post said "all users." The OpenAI Help Center page read on 2026-10-06 gives that statement an important qualification. It says apps, full MCP support, and Developer mode are available to Business and Enterprise/Edu customers on ChatGPT web. It also says Pro users can connect MCPs with read/fetch permissions in Developer mode and must enable Developer mode for custom apps. The practical answer is therefore narrower than the announcement: the old toggle is gone from the direct plugin-connection flow for eligible users, not from every custom-app workflow or every plan.
How to add a custom MCP server in ChatGPT
OpenAI's guide read on 2026-10-06 gives this web flow:
- Go to
chatgpt.com/plugins. - Select the plus button, then select Add custom MCP server.
- Enter a name and optional description. Under Connection, enter the server URL or select Tunnel for a Secure MCP Tunnel.
- Configure authentication.
- Read the risk warning and select I understand and want to continue.
- Select Create as a plugin.
The resulting plugin appears in personal plugins or the workspace where it was created. Install it before using it in a conversation. In the prompt box, type @ and select the installed plugin. Workspace permissions and security restrictions still apply.
What the server must support
OpenAI's plugin testing guide says a public MCP endpoint should be reachable over HTTPS and support streamable HTTP, typically at /mcp. A private server can use Secure MCP Tunnel instead of exposing the server to the public internet. The custom-server guide lists SSE and streaming HTTP as supported protocols.
The connection form supports OAuth, No authentication, and OAuth or no authentication. OAuth can use static credentials, Client ID Metadata Documents when the authorization server supports them, or Dynamic Client Registration when configured. Mixed authentication can leave initialization and tool listing unauthenticated while applying OAuth to tools whose metadata requires it.
Custom MCP servers do not need to expose search or fetch tools. Any tools the server exposes are available subject to confirmation settings. OpenAI's guide says write actions require confirmation by default, and tools without the read-only annotation are treated as write actions.
What uses developer mode on 2026-10-06
Developer mode remains part of the separate workspace-app workflow. The OpenAI Help Center instructs admins and authorized users to enable it before creating a custom app, and only admins or owners can publish those apps. It also says full MCP support, including write and modify actions, is rolling out in beta to Business, Enterprise, and Edu plans.
The same Help Center page says MCP apps are web only. It says ChatGPT may ask for confirmation before write or modify actions based on app permissions, the action's context, and its potential impact. Some especially risky actions may be blocked instead of shown for approval.
Why the API changelog does not list the change
The OpenAI API changelog's 2026-10-05 entry is for an in-product HIPAA compliance flow that lets eligible organizations accept a Business Associate Agreement. The Plugin UI changelog read on 2026-10-06 lists 2026-08-21 as its most recent entry. Neither changelog lists the Developer mode change.
The direct evidence for this update is Max Stoiber's 2026-10-05 announcement and the OpenAI documentation for adding and testing a custom MCP server. For implementation, use the Plugins flow documented on 2026-10-06 and verify the plan and workspace restrictions that apply to the account.
