Tool pages: latest versions of the CLIs coding agents run

Inside the Loop tracks 3 command-line tools that coding agents operate. Each page gives the latest version with its UTC release date, the upgrade command, what changed, commands and flags added or removed (from our own sandbox diff of --help), breaking changes and errors we reproduced.
