GitHub Agentic Workflows dynamic workflows on Copilot CLI and Claude Code

An Agentic Workflow starts as Markdown with YAML frontmatter. The gh aw compile command turns it into a GitHub Actions workflow with a .lock.yml file. Version 0.91.0 adds engine support for dynamic workflows without changing that compile boundary.

Copilot CLI dynamic workflows are enabled by default. gh-aw enables the EXTENSIONS feature flag, loads project extensions in prompt mode, and pre-approves workflow runs. A reusable project extension goes under .github/extensions/<name>/extension.mjs, and the prompt must request the registered workflow by name. Setting the switch to false disables extension loading and workflow approval. The availability of these workflows depends on a native Copilot account; enabling the feature does not make it available through a Bring Your Own Key provider.

Claude Code takes a similar path in headless execution. When a prompt explicitly requests a saved workflow, gh-aw pre-approves Claude Code's Workflow tool. Project scripts and files they read belong under .claude/workflows/. Claude Code dynamic workflows require ambient discovery, so engine.bare: true is incompatible with them. Setting engine.dynamic-workflows: false disables approval for the Workflow tool.

Both engines restore trusted configuration across pull request checkouts. During activation, gh-aw snapshots the engine-declared configuration folders from the base-branch checkout. After the agent checks out repository code, it restores those folders from the activation artifact before pre-agent steps run. This covers Copilot's .github/ and Claude's .claude/ directories recursively, so pull request code cannot replace the extension definitions, settings, or hooks used by the workflow. Supporting files elsewhere in the repository must be listed with ambient-folders.

Version 0.91.0 makes GitHub Issues an explicit work-queue backend:

Git storage remains the default. With storage: issues, each work item gets one issue labeled aw:work-queue. Claims and queue transactions are comments, and state labels reflect the replayed queue state. The agent-facing work-queue tools stay the same. Replay accepts records from the authenticated publisher, and concurrent submissions for one item resolve to a canonical issue.

The queue can pass a claimed item to a worker through safe-outputs.dispatch-workflow. A worker must declare aw_context, and the dispatch message can select a queue item:

Safe-output processing refreshes the durable queue, claims the selected item, verifies the claim, and injects the assignment into the worker's aw_context. If dispatch fails, it attempts to cancel the claim. Queue-backed dispatch is limited to worker workflows in the same repository. Ordinary and staged dispatches do not create queue claims.

GitHub Agentic Workflows 0.91.0 additional changes

The release also adds attributed issue creation for custom safe-output jobs. The public actions/setup/js/index.cjs entry point exposes createIssue, retaining generated-by footers, workflow-run attribution, and provenance metadata. Engine updates include Kiro CLI 2.27.1 and Goose v1.53.0. Unified sessions record agent error diagnostics and exit codes, while silent exits are classified when no safe outputs are produced.
